What's Not in the Constitution
Like all complex and decisive political processes, the Constitutional
Convention dealt with some of its most important and divisive issues
by not discussing them. Understanding the new regime on the basis of
what was talked about therefore leaves out crucial issues that are
absent from the debates. In order to understand what actually
happened, we have to rectify the omissions.
