Rambus's lawyers said the rules governing JEDEC did not require the company to disclose patents that it had applied for but had not yet been awarded.
Danforth, the company's general counsel, said on Tuesday that the ruling would strengthen its hand in patent infringment cases it has pending involving Micron, Infineon (IFXGn.DE: Quote, Profile, Research) and Hynix.
Danforth noted that a federal appeals court had also ruled in favor of Rambus in a previous civil lawsuit against the company filed by Infineon.
"We are in a very strong position," Danforth said.
However, spokesmen for Infineon and Micron both denied that the ruling would directly impact Rambus' patent case against them.
A spokesman for Micron said the company believes the agency's staff will appeal the case. Under federal law, such an appeal would go before the agency's five commissioners.
"We are hopeful that upon full review of evidence and testimony that the commission will enter a final determination consistent with its earlier findings," Micron spokesman David Parker said.
